Russia · Ministry of Science & Higher Education (federal standard) and universities · licensing
5-year specialist degree, 300 credits. The final attestation must include a thesis defence; a state exam is optional, at the university's choice.
A graduation requirement, not a licence. Order No. 974 (2017), amended 2021. That there is no national licensing exam is unverified (absence of evidence only).
