What this subject covers

The full EIA process as a practitioner runs it: screening, scoping, baseline studies, impact prediction, significance, mitigation hierarchy, environmental management plans, public consultation, review and follow-up, plus SEA and social impact assessment. The Agribusiness subject natural-resource-environmental-economics and the Agricultural Engineering waste subject each carry a one-unit introduction to EIA; this is the full subject.

In the exams: GATE ES Section 9; ICAR AICE subject 71 Unit 3; UGC NET Unit 8; China EIA engineer licence; EIANZ Impact Assessment specialist; NABET EIA coordinator roles

What UGC NET asks from it

ICAR AICE-JRF/SRF Environmental Sciences (Unit 3), UGC NET (Unit 8) and ASRB

Recall of EIA history (NEPA), Indian legal framework, public hearing, EMP, environmental audit, methods of impact identification, SEA and SIA definitions; occasional application to agricultural projects.

1 · History, purpose and principles of EIA · easy

Which law, signed on 1 January 1970, was the first to require environmental impact assessment?

  1. The US National Environmental Policy Act
  2. The UK Town and Country Planning Act 1947
  3. India's Environment (Protection) Act of 1986
  4. The EU Environmental Impact Assessment Directive
Answer and working

A. The US National Environmental Policy Act

NEPA (1969, signed 1 January 1970) introduced the environmental impact statement for major federal actions. The UK planning act predates EIA, India's Act dates from 1986 and the EU Directive from 1985.

Which weakness is reported most consistently in reviews of EIA systems worldwide?

  1. Excessive public participation that delays every project for many years before construction starts
  2. Weak follow-up: little monitoring of whether predictions and mitigation hold after approval
  3. Too many alternatives considered, making reports impossible to read
  4. Over-investment in monitoring after projects are built and operating
Answer and working

B. Weak follow-up: little monitoring of whether predictions and mitigation hold after approval

Reviews repeatedly find late application, weak alternatives, poor baselines and, above all, weak follow-up. Excess participation, too many alternatives and over-monitoring are not typical findings.

3 · Legal frameworks: NEPA, EU EIA Directive, India EIA Notification and others · easy

Under the EU EIA Directive, which annex lists projects for which EIA is always mandatory?

  1. Annex I
  2. Annex II
  3. Annex III
  4. Annex IV
Answer and working

A. Annex I

Annex I projects always need EIA; Annex II projects are screened by member states using thresholds or case-by-case examination with the Annex III selection criteria; Annex IV sets the contents of the EIA report.

4 · Baseline data collection · medium

Which design gives the strongest basis for later detecting a project's ecological impact?

  1. Before–after–control–impact sampling, known as BACI
  2. A single survey at the impact site after construction
  3. A literature review of species recorded in the district
  4. A survey of the control site only, before construction
Answer and working

A. Before–after–control–impact sampling, known as BACI

BACI samples impact and control sites both before and after the project, separating project effects from natural change. A single after-survey, a literature list or control-only data cannot attribute change to the project.

5 · Impact identification: checklists, matrices, networks, overlays · medium

Which identification method traces chains of primary, secondary and tertiary impacts from a project action?

  1. Simple checklist
  2. Impact network
  3. Overlay mapping
  4. Scaling checklist with ratings
Answer and working

B. Impact network

Networks such as the Sorensen network (1971) trace cause-effect chains, capturing indirect impacts. Checklists list items without chains; overlays show spatial patterns. An impact network is also called an impact tree.

6 · Impact identification: checklists, matrices, networks, overlays · medium

What distinguishes a scaling checklist from a simple checklist?

  1. It lists fewer environmental components
  2. It traces chains of secondary impacts
  3. It adds a scale for rating the magnitude of each impact
  4. It overlays maps of sensitive areas
Answer and working

C. It adds a scale for rating the magnitude of each impact

Simple checklists list items; descriptive checklists add guidance; scaling checklists add magnitude ratings; questionnaire checklists pose structured questions. Chains are networks and maps are overlays.

7 · Environmental management plans and monitoring · medium

Monitoring stack emissions to check that they meet the limits in a permit is which type of monitoring?

  1. Pre-project baseline monitoring
  2. Environmental effects monitoring
  3. Ecological impact monitoring
  4. Compliance monitoring
Answer and working

D. Compliance monitoring

Compliance monitoring checks conformity with standards and conditions. Baseline monitoring precedes the project; effects (impact) monitoring measures changes in the receiving environment to test predictions.

8 · EIA review, decision-making and environmental clearance · hard

Under the amended EU EIA Directive, what must the competent authority reach after examining the EIA report and consultation?

  1. A reasoned conclusion on the significant effects of the project
  2. An automatic approval within 15 days
  3. A financial guarantee from the developer
  4. A referendum of local residents
Answer and working

A. A reasoned conclusion on the significant effects of the project

Directive 2014/52/EU requires a reasoned conclusion, integrated into the decision, which must be published with its reasons and any monitoring. Automatic approval, guarantees and referendums are not required.

9 · Strategic environmental assessment · easy

Strategic environmental assessment (SEA) is applied to what?

  1. Individual factory buildings
  2. Single vehicles and machines
  3. Policies, plans and programmes
  4. Household consumption choices
Answer and working

C. Policies, plans and programmes

SEA assesses policies, plans and programmes (PPPs) early in decision-making; project EIA covers individual projects. Vehicles and households are not SEA subjects.

10 · Social impact assessment · easy

Social impact assessment (SIA), as defined in IAIA's international principles, includes which processes?

  1. Auditing a company's accounts for tax compliance and transfer pricing across all of its subsidiaries
  2. Analysing, monitoring and managing intended and unintended social consequences of interventions
  3. Measuring air and water quality at sensitive social receptors only
  4. Counting the number of social media posts about a proposed project
Answer and working

B. Analysing, monitoring and managing intended and unintended social consequences of interventions

Vanclay's IAIA principles (2003) define SIA as analysing, monitoring and managing intended and unintended, positive and negative social consequences. Tax audits, physical monitoring alone and social media counts are not SIA.
