1 · Early community development and intensive agricultural district programmes · medium

The Balwant Rai Mehta Committee (1957) recommended:

  1. A package programme for seven irrigated districts
  2. Democratic decentralisation through three-tier Panchayati Raj
  3. District-level technology management agencies
  4. A single line of command for extension staff
Answer and working

B. Democratic decentralisation through three-tier Panchayati Raj

The committee found weak people's participation in CDP and NES and recommended three-tier Panchayati Raj (village, block, district). The package programme is IADP (1960-61), the single line of command is a T&V feature, and district agencies describe ATMA.

2 · Communication models and barriers · medium

Schramm's contribution that communication happens only where the experiences of source and receiver overlap is called the:

  1. Gatekeeper function
  2. Two-step flow
  3. Selective exposure
  4. Field of experience
Answer and working

D. Field of experience

Schramm (1954) argued that shared meaning occurs in the overlap of the fields of experience. The gatekeeper is Westley and MacLean's, the two-step flow is Lazarsfeld's, and selective exposure is a receiver barrier.

3 · Diffusion and adoption of innovations and adopter categories · easy

In a knowledge test of 20 items (1 mark each), a group of farmers has a mean score of 14.6. What is the group's knowledge index?

  1. 27 per cent
  2. 73 per cent
  3. 137 per cent
  4. 14.6 per cent
Answer and working

B. 73 per cent

Knowledge index = score ÷ maximum × 100 = 14.6 / 20 × 100 = 73 per cent. 14.6 reads the raw score as a percentage; 27 per cent is the knowledge gap; 137 per cent inverts the ratio.

4 · Capacity development and training · medium

The syndicate method of training involves:

  1. Small groups working on assigned tasks and reporting to the whole group
  2. Participants acting out roles in a simulated village meeting
  3. Unstructured group sessions to increase self-awareness
  4. A trainee shadowing an experienced officer on the job for a season
Answer and working

A. Small groups working on assigned tasks and reporting to the whole group

In the syndicate method, trainees are divided into small groups (syndicates) that work on assigned problems and present findings to the plenary. Shadowing is on-the-job training, acting roles is role play, and unstructured self-awareness groups are T-groups.

5 · Gender mainstreaming · medium

The Harvard Analytical Framework for gender analysis consists of:

  1. An activity profile, an access and control profile and influencing factors
  2. An analysis of state, market, community and family institutions
  3. Five domains of production, resources, income, leadership and time
  4. Five levels from welfare through access to control over resources
Answer and working

A. An activity profile, an access and control profile and influencing factors

The Harvard framework has the activity profile, the access and control profile and influencing factors. The fourth is Longwe's framework, the second Kabeer's social relations approach, the third the WEAI domains.

6 · Monitoring, evaluation and impact assessment: Bennett's hierarchy and the logframe · hard

Propensity score matching differs from a randomised controlled trial mainly because matching:

  1. Cannot be used with survey data from farmers
  2. Always gives larger impact estimates than trials
  3. Requires randomly assigning the programme to farmers by lottery
  4. Controls only for observed characteristics, not unobserved ones
Answer and working

D. Controls only for observed characteristics, not unobserved ones

Matching pairs participants with similar non-participants on observed traits; unobserved differences such as motivation remain. Randomisation balances both observed and unobserved traits on average.
