  1. IS

2 · National standards bodies and national standards · medium

Product certification by a national standards body is normally:

  1. Voluntary, unless a technical regulation makes certification compulsory for a product
  2. Compulsory for every product covered by a national standard, whether made locally or imported
  3. Limited to agricultural produce
  4. Granted by ISO on the national body's recommendation
Answer and working

A. Voluntary, unless a technical regulation makes certification compulsory for a product

Standards are voluntary until a regulation makes them mandatory, which under the TBT Agreement must be justified and notified (India's packaged drinking water and China's CCC are examples). ISO does not certify.

3 · National standards bodies and national standards · medium

Laboratories testing food for pesticide residues demonstrate their competence by accreditation to:

  1. ISO 9001
  2. ISO/IEC 17025
  3. ISO/IEC 17065
  4. ISO 22000
Answer and working

B. ISO/IEC 17025

ISO/IEC 17025 covers testing and calibration laboratories. ISO 9001 is a quality management system standard, 17065 covers product certification bodies and ISO 22000 food-safety management.

4 · ISO standards · easy

ISO 22000 specifies requirements for:

  1. A food safety management system for any organisation in the food chain
  2. A quality management system for manufacturing firms only
  3. An environmental management system
  4. The competence of food testing laboratories
Answer and working

A. A food safety management system for any organisation in the food chain

ISO 22000 covers food safety management systems from feed and primary production to retail and packaging suppliers. ISO 9001 is QMS, ISO 14001 environmental, and ISO/IEC 17025 laboratory competence.

5 · ISO standards · hard

A food exporter's major buyer asks for a certificate from a scheme recognised by the Global Food Safety Initiative (GFSI). The exporter already holds ISO 22000. What is the most accurate statement?

  1. GFSI is the ISO committee that writes ISO 22000, so the certificate is usually sufficient
  2. GFSI is a government regulator, so the buyer's request is a legal requirement
  3. GFSI benchmarks certification schemes; a recognised scheme may build on ISO 22000 plus sector PRP specifications and extra requirements, so ISO 22000 alone may not satisfy the buyer
  4. GFSI certifies companies directly, so the exporter must apply to GFSI
Answer and working

C. GFSI benchmarks certification schemes; a recognised scheme may build on ISO 22000 plus sector PRP specifications and extra requirements, so ISO 22000 alone may not satisfy the buyer

GFSI is an industry-led benchmarking body; it does not write ISO standards, regulate, or certify firms. Recognised schemes include ISO 22000-based schemes with extra requirements, so the buyer may need more than ISO 22000 alone.

6 · Codex Alimentarius · medium

Which joint FAO/WHO expert body evaluates pesticide residues and recommends maximum residue limits for Codex?

  1. JECFA, the Joint Expert Committee on Food Additives
  2. JEMRA, the Joint Expert Meetings on Microbiological Risk Assessment
  3. JMPR, the Joint Meeting on Pesticide Residues
  4. The Codex Committee on General Principles
Answer and working

C. JMPR, the Joint Meeting on Pesticide Residues

JMPR assesses pesticide residues. JECFA covers additives, contaminants and veterinary drug residues; JEMRA covers microbiological risks; the General Principles committee handles procedure, not science.

7 · Codex Alimentarius · medium

Which statement about the legal status of Codex standards is correct?

  1. They are voluntary, but the WTO SPS Agreement treats measures based on them as consistent with its rules
  2. They become binding on all FAO and WHO member countries once adopted by the Commission's plenary session
  3. They are enforced by Codex inspectors at borders
  4. They apply only to countries that host Codex committees
Answer and working

A. They are voluntary, but the WTO SPS Agreement treats measures based on them as consistent with its rules

Codex has no enforcement power; countries choose to adopt its texts. The SPS Agreement names Codex as the reference for food safety, which gives the standards great weight in trade disputes.

8 · Food quality standards and world trade · easy

Under the WTO SPS Agreement, the international standard-setting bodies for food safety, animal health and plant health respectively are:

  1. ISO, FAO and WHO
  2. Codex Alimentarius Commission, ISO and UNECE
  3. WHO, WOAH and ISO
  4. Codex Alimentarius Commission, WOAH and IPPC
Answer and working

D. Codex Alimentarius Commission, WOAH and IPPC

The three sisters: Codex (food safety), WOAH, formerly OIE (animal health and zoonoses), and the IPPC (plant health). ISO and UNECE standards are not named in the SPS Agreement.

9 · Food quality standards and world trade · medium

A country sets a maximum residue limit for a pesticide on imported tea. Which WTO agreement primarily disciplines this measure?

  1. The TBT Agreement
  2. The Agreement on Agriculture
  3. The SPS Agreement
  4. GATS
Answer and working

C. The SPS Agreement

An MRL protects human health from contaminants in food, which is an SPS measure. TBT covers technical regulations that are not SPS measures, such as general labelling or composition rules.
