Question 1 · easy

India's Gramin Krishi Mausam Sewa provides

  1. district- and block-level forecasts with crop-specific agromet advice
  2. subsidised fertiliser through village cooperative societies in drought years
  3. free crop insurance for all farmers who own less than two hectares of land
  4. a minimum support price for millets grown in rainfed districts of the country
Answer and working

A. district- and block-level forecasts with crop-specific agromet advice

The Gramin Krishi Mausam Sewa, run by IMD with ICAR and agricultural universities, issues location-specific forecasts and advisories. Insurance, fertiliser subsidy and MSP are separate schemes.

Question 2 · medium

In the Integrated Food Security Phase Classification (IPC), which phase is labelled 'emergency'?

  1. Phase 4
  2. Phase 2
  3. Phase 5
  4. Phase 3
Answer and working

A. Phase 4

IPC phases: 1 minimal, 2 stressed, 3 crisis, 4 emergency, 5 catastrophe/famine.

Question 3 · hard

Why do objective, published, multi-indicator triggers improve drought declaration?

  1. They remove the need for any field verification or crop-condition reports
  2. They ensure that drought is declared every year so that relief always reaches farmers
  3. They make declarations faster, more consistent and less open to political distortion
  4. They rely only on rainfall, which is simpler and always reflects crop conditions
Answer and working

C. They make declarations faster, more consistent and less open to political distortion

Pre-agreed multi-indicator triggers (rainfall, vegetation, soil moisture, sown area, hydrology) speed up and standardise declarations and reduce political pressure. They do not guarantee annual declaration, field verification remains useful, and rainfall alone can mislead.

Question 4 · easy

Why do agencies raise community rice nurseries on higher ground before the flood season?

  1. So the nursery can be used to store harvested grain after the season
  2. So floodwater cannot carry seeds downstream to neighbouring districts
  3. So the nursery is closer to the sun and seedlings grow twice as fast
  4. So seedlings are available for replanting after floods damage the crop
Answer and working

D. So seedlings are available for replanting after floods damage the crop

Raised community nurseries keep seedlings safe so farmers can replant quickly after floods recede. The other reasons are not why they are raised.

Question 5 · easy

Which combination of measures is credited with sharply reducing cyclone deaths in Bangladesh and Odisha?

  1. Cyclone shelters, better forecasts, community volunteers and evacuation drills
  2. Higher crop insurance premiums and bans on coastal farming in cyclone season
  3. Building sea walls along the entire coast and removing all mangrove forests
  4. Cloud seeding, offshore barriers and relocating all coastal populations inland
Answer and working

A. Cyclone shelters, better forecasts, community volunteers and evacuation drills

Investments in shelters, forecasting, warning dissemination through volunteers and drills drove large reductions in deaths. Cloud seeding and barriers did not; removing mangroves increases exposure.

Question 6 · easy

Under India's Pradhan Mantri Fasal Bima Yojana, what is the maximum premium paid by farmers for kharif food and oilseed crops?

  1. 10 per cent of the sum insured
  2. 2 per cent of the sum insured
  3. 5 per cent of the sum insured
  4. 1.5 per cent of the sum insured
Answer and working

B. 2 per cent of the sum insured

PMFBY caps farmer premiums at 2% for kharif food and oilseed crops, 1.5% for rabi food and oilseed crops and 5% for annual commercial and horticultural crops; governments pay the balance.

Question 7 · medium

  1. Ending extreme poverty for all people everywhere by the year 2030
  2. Doubling international adaptation finance from developed countries by 2025
  3. Reducing greenhouse gas emissions by 45 per cent from 2010 levels by 2030
  4. Enhancing preparedness for response and to 'Build Back Better'
Answer and working

D. Enhancing preparedness for response and to 'Build Back Better'

The four priorities are understanding disaster risk; strengthening disaster risk governance; investing in DRR for resilience; and enhancing preparedness and Build Back Better. The others are climate mitigation, SDG 1 or adaptation finance pledges.

NAPCC (2008) set up eight missions; the National Mission for Sustainable Agriculture focuses on agricultural adaptation. The others address energy and habitat.

Question 10 · medium

ICAR's National Innovations in Climate Resilient Agriculture (NICRA), launched in 2011, combines

  1. free distribution of solar pumps to every farmer in arid districts
  2. research with technology demonstration in vulnerable districts
  3. a carbon credit market for Indian rice and wheat growers
  4. a new crop insurance scheme replacing all earlier schemes
Answer and working

B. research with technology demonstration in vulnerable districts

NICRA links research on resilient varieties and practices with demonstrations in climatically vulnerable districts and contingency planning. It is not a pump scheme, carbon market or insurance programme.

A study plan for Climate Adaptation, Climate-Smart Agriculture & Disaster Risk in UPSC Civil Services Examination

This plan follows where our questions actually fall, so the time goes where the marks are likely to be. It is our reading of the syllabus, not the exam body's weighting.

  1. First, the heavy units (65% of the 23 questions): Sendai Framework for Disaster Risk Reduction (5, 22%); National Adaptation Plans and community-based adaptation (4, 17%); Agromet advisories and early-warning systems (3, 13%); Drought monitoring and drought management (3, 13%).

Read the manual chapters for these first and do every worked question you can find on them.

  2. Then the middle band: Flood and cyclone preparedness in agriculture (2, 9%); Climate-smart agriculture: productivity, adaptation, mitigation (1, 4%); District and crop contingency planning (1, 4%); Maladaptation and limits to adaptation (1, 4%).

Aim for one sitting per unit, then mixed questions across them.

  3. Then the lighter units: Risk transfer: crop insurance and index insurance as adaptation (1, 4%); Stress-tolerant varieties, crop diversification and shifting calendars (1, 4%); Vulnerability, exposure, hazard and risk (1, 4%).

Learn the definitions, classifications and standard numbers; these units are more often recalled than worked.

  4. Leave time for the hard ones: Drought monitoring and drought management (2 hard of 3).

Come back to these after a first pass, untimed, and read every explanation, including for the options you rejected.

  5. Bank the easy marks: Flood and cyclone preparedness in agriculture (2 easy of 2); Climate-smart agriculture: productivity, adaptation, mitigation (1 easy of 1).

Do these early in revision so they are fast on the day.

  6. Finish timed. Sit the subject as a timed set without notes, mark it, and send each wrong answer back to its unit above.
