What SAVC Registration Examination asks from it

SAVC Registration Examination (South Africa), Paper 4

State veterinary medicine is the largest single section: controlled and notifiable diseases, movement control, quarantine, export certification, WOAH status and emergency response, often set in the context of transboundary diseases such as FMD, African swine fever and Rift Valley fever.

1 · Organisation of Veterinary Services (WOAH PVS) · easy

Under the WOAH Terrestrial Code, which body is the 'Veterinary Authority' of a country?

  1. The veterinary statutory body that registers veterinarians, keeps the register and disciplines members for professional misconduct across the country
  2. Any private veterinarian accredited to sign export certificates for one exporter, acting on behalf of that exporting company
  3. The national food-safety agency that sets residue limits and inspects retail shops, acting without any animal-health role
  4. The governmental authority responsible across the whole territory for animal health and welfare measures and international veterinary certification
Answer and working

D. The governmental authority responsible across the whole territory for animal health and welfare measures and international veterinary certification

The Code defines the Veterinary Authority as the governmental authority, comprising veterinarians and other staff, that has responsibility and competence for animal health and welfare measures and international veterinary certification in the whole territory. The statutory body regulates the profession; accredited private vets are part of the wider Veterinary Services but are not the Authority.

After an immediate notification to WOAH, how often are follow-up reports normally sent until the event is resolved or becomes stable?

  1. Daily
  2. Weekly
  3. Monthly
  4. Six-monthly
Answer and working

B. Weekly

Follow-up reports are normally weekly. Once the disease is eradicated, or becomes stable endemic, it is reported in the six-monthly reports; those are not the follow-up interval for an active event.

3 · Quarantine · hard

A group of 30 imported goats is in quarantine. One goat becomes seropositive for a contagious disease on day 18 of a 21-day period. Which action best follows sound quarantine practice?

  1. Remove the reactor and release the other 29 goats on day 21 as originally planned, since they tested negative
  2. Release all 30 goats on day 21, because one reactor in 30 is within the acceptable level for the import permit
  3. Vaccinate the remaining 29 goats on day 18 and release them on day 21 with the vaccination recorded on the permit
  4. Remove the reactor, treat the remaining goats as exposed, and retest them over a restarted quarantine period
Answer and working

D. Remove the reactor, treat the remaining goats as exposed, and retest them over a restarted quarantine period

Animals sharing air, water and handlers with a reactor are exposed and may be incubating infection, so the group is retested over a restarted period, or rejected if the protocol requires. Releasing on schedule is a classic error; there is no general 'acceptable' reactor rate; and vaccination at that point does not prove freedom and may confuse serology.

4 · Movement control · medium

In the WOAH Code, how does a compartment differ from a zone?

  1. A compartment is defined mainly by a common biosecurity management system; a zone is defined mainly by geography
  2. A compartment is always larger than a zone and must include at least one whole province, state or region of the country
  3. A compartment can be declared only for wildlife, while a zone can be declared only for farmed animals
  4. A compartment is any area infected with a disease, while a zone is an area officially free of disease
Answer and working

A. A compartment is defined mainly by a common biosecurity management system; a zone is defined mainly by geography

A zone is a defined part of a territory separated by geography, barriers and movement control; a compartment is a subpopulation in one or more establishments under common biosecurity management, which suits integrated poultry or pig companies. Size, species and infection status do not define the difference.

5 · Veterinary certification · hard

Cattle from an infected area are moved to a farm in a free area, held briefly, then exported with certificates showing the free farm as origin. What is this practice called and why does it matter beyond the single shipment?

  1. Regionalisation; it is permitted under the SPS Agreement provided the animals stay one week on the farm
  2. Laundering of animals; it undermines trust in all the country's certificates and risks closing export markets
  3. Compartmentalisation; it is acceptable if the free farm has a biosecurity plan registered with the state office
  4. Pre-export quarantine; it is required by the WOAH Code before any export of cattle from a free area
Answer and working

B. Laundering of animals; it undermines trust in all the country's certificates and risks closing export markets

Passing animals through a free area to hide their true origin is certification fraud (laundering). When discovered, importers may reject all certificates from that country. Regionalisation, compartments and pre-export quarantine all depend on true origin and cannot be created by a brief stay.

6 · Import risk analysis · hard

Before export, each animal is tested with two independent tests, of sensitivity 0.90 and 0.80, and is rejected if positive on either. What is the probability that an infected animal passes both tests and is exported?

  1. 0.72
  2. 0.28
  3. 0.10
  4. 0.02
Answer and working

D. 0.02

Rejected if positive to either (parallel interpretation), so an infected animal escapes only if both tests miss it: (1 − 0.90) × (1 − 0.80) = 0.1 × 0.2 = 0.02. 0.72 is the series sensitivity, 0.28 is the miss rate under series interpretation, and 0.10 is the miss rate of the first test alone.

7 · The WTO SPS Agreement · easy

Which obligation is part of the SPS Agreement's transparency provisions (Article 7 and Annex B)?

  1. Sending a veterinary officer to every trading partner to explain each new measure in person
  2. Translating every SPS measure into the languages of all trading partners before applying it
  3. Allowing exporting members to vote on any new import measure before it can be put into force
  4. Notifying the WTO of new or changed SPS measures and keeping a national enquiry point
Answer and working

D. Notifying the WTO of new or changed SPS measures and keeping a national enquiry point

Annex B requires publication, notification of new or changed measures and an enquiry point to answer questions. Personal visits, universal translation and votes by exporters are not obligations.

Which WOAH specialist commission assesses Members' applications for official disease status?

  1. Biological Standards Commission
  2. Aquatic Animal Health Standards Commission
  3. Scientific Commission for Animal Diseases
  4. Terrestrial Animal Health Standards Commission
Answer and working

C. Scientific Commission for Animal Diseases

The Scientific Commission for Animal Diseases evaluates dossiers and recommends status to the World Assembly. The Biological Standards Commission oversees the Terrestrial Manual and laboratories; the two Standards Commissions draft the Codes.

9 · Emergency disease response: culling, compensation and ring vaccination · easy

In WOAH terms, what does 'stamping out' include?

  1. Killing infected, suspected and exposed animals, disposing of carcasses, and cleaning and disinfecting premises
  2. Vaccinating all animals within 3 km of an outbreak and keeping them alive until slaughter age
  3. Branding all animals on infected premises so that they can be traced if they are later sold
  4. Treating infected animals with antimicrobials and isolating them until clinical signs resolve
Answer and working

A. Killing infected, suspected and exposed animals, disposing of carcasses, and cleaning and disinfecting premises

Stamping out is killing affected and suspected animals in the herd and, where appropriate, exposed animals elsewhere, with carcass disposal and cleaning and disinfection. Vaccination, branding and treatment are different measures.

10 · Emergency disease response: culling, compensation and ring vaccination · medium

In a tiered emergency command structure, what is the role of a local disease control centre?

  1. To negotiate trade restrictions with importing countries and send notifications to WOAH every week
  2. To set national compensation rates and approve the national budget for the whole emergency response
  3. To produce vaccines for the outbreak and test their potency before they are released for use in the field
  4. To run field operations near the outbreak, including surveillance, tracing, valuation, culling and disinfection
Answer and working

D. To run field operations near the outbreak, including surveillance, tracing, valuation, culling and disinfection

Local centres handle field operations; the national centre sets policy, budget and compensation, and the CVO handles WOAH reporting and trade. Vaccines come from manufacturers or vaccine banks.
