Choose an answer, then open the working. Each explanation says why the right answer is right and why the others are not.

1 · Pre-Independence experiments: Sriniketan, Marthandam, Gurgaon · easy

The rural reconstruction experiment at Marthandam was associated with:

  1. Rabindranath Tagore
  2. F. L. Brayne
  3. Spencer Hatch of the YMCA
  4. Albert Mayer
Answer and working

C. Spencer Hatch of the YMCA

Spencer Hatch began the YMCA's rural demonstration centre at Marthandam in Travancore in 1921. Tagore is Sriniketan, Brayne is Gurgaon, and Mayer is the Etawah Pilot Project (1948).

2 · Pre-Independence experiments: Sriniketan, Marthandam, Gurgaon · medium

What is the main lesson usually drawn from the fading of the Gurgaon experiment after its leader was transferred?

  1. Rural programmes fail when they combine social reform, such as on dowry and hygiene, with farm work
  2. Cooperatives cannot survive without a permanent government subsidy and a salaried secretary in every village
  3. Programmes should be run only by missionaries and NGOs, never by officials
  4. Top-down change without people's own organisations does not last
Answer and working

D. Top-down change without people's own organisations does not last

Gurgaon achieved quick results through official pressure, but gains faded when Brayne left, because villagers had not built their own institutions. This lesson later reappeared in the Balwant Rai Mehta critique of CDP.

3 · Community development programmes of the mid-20th century · easy

Who led the Etawah Pilot Project begun in 1948?

  1. Albert Mayer
  2. Spencer Hatch
  3. Balwant Rai Mehta
  4. Douglas Ensminger
Answer and working

A. Albert Mayer

Albert Mayer, an American planner, led the Etawah project in Uttar Pradesh. Hatch was at Marthandam; Balwant Rai Mehta reviewed CDP in 1957.

4 · Community development programmes of the mid-20th century · medium

What was the main finding of the Balwant Rai Mehta team (1957) about CDP and NES?

  1. They had built infrastructure and an administrative network but failed to win people's participation
  2. They had succeeded in raising output but were too costly to continue, so should be wound up entirely
  3. They had neglected agriculture in favour of industry
  4. They should be replaced by a single-crop intensive package programme run by the agriculture department
Answer and working

A. They had built infrastructure and an administrative network but failed to win people's participation

The team found CDP was seen as a government programme and recommended democratic decentralisation through elected three-tier bodies. The shift to intensive crop programmes (IADP) was a separate later development.

5 · IRDP, TRYSEM, DWCRA, JRY and SGSY · easy

TRYSEM was designed for:

  1. Women's groups in rural areas needing a revolving fund for thrift and credit
  2. Rural youth aged 18 to 35 from below-poverty-line families, trained for self-employment
  3. Small farmers needing irrigation wells
  4. Educated unemployed urban youth aged 21 to 35, trained for small business start-ups with bank loans
Answer and working

B. Rural youth aged 18 to 35 from below-poverty-line families, trained for self-employment

TRYSEM (1979) trained rural BPL youth. The revolving fund for women's groups was DWCRA (1982-83).

6 · National Rural Livelihoods Mission · medium

Which is the correct three-tier structure of Kerala's Kudumbashree?

  1. Neighbourhood Groups, Area Development Societies, Community Development Societies
  2. SHGs, village organisations, cluster-level federations
  3. Primary societies, district unions, state federation
  4. Gram sabha, panchayat samiti, zila parishad
Answer and working

A. Neighbourhood Groups, Area Development Societies, Community Development Societies

Kudumbashree (1998) uses NHGs, ADSs and CDSs linked to local government. SHG-VO-CLF is the NRLM pattern; the others are cooperative and panchayat structures.

  4. 24 April 1993
Answer and working

  2. Sukhomajri, Haryana
  3. Etawah, Uttar Pradesh
